Necessary delay to the mothballing process on the grounds of Place Principles and LOIP outcomes.

This paper from the Community Action Plan Steering Group (CAP SG), owners of the Glenkens & District Community Action Plan, sets out a clear rationale for a delay to the decision to mothball the Dalry Secondary School to allow the wider impact on the community to be assessed and appropriate mitigating actions put in place.

The paper examines:

  • the decision making progress which has failed to consider the impact of mothballing on the Glenkens community and the choice to oversee a ‘managed decline’ leading to inevitable closure;

  • the role of the Community Partnership Planning Board in decisions of this magnitude;

  • the need for effective planning and mitigation including an effective transition plan and comprehensive plan for transport arrangements.
